In 1867, Jack Swilling recognized the economic potential of reusing an irrigation system which was originated by ancient Indian civilization that once occupied the Salt River Valley.", "2.Jack Swilling and Darrell Duppa discuss the flourishing construction along east Washington Street in the permanent Phoenix Townsite in the 1870s.", "3. In 1903, working late into the night, these men formed the Salr River Valley Water Users' Association which ensured survival in the Salt River Valley by providing a stable supply of water." In addition, the following names were listed left to right on 3. " J.Kibby, P.T.Hurley, W.Christy, H.Simkins, W.Wallace, B.A.Fowler, A.J.Chandler, F.Parker, L.orme, D.Heard, F.Alkire(seated), G. Maxwell", "4. As his automobile rounded the curve speeding to the dedication ceremonies March 18,1911, Theodore Roosevelt saw for the first time the magnificent structure that led the way for water storage and reclamation of arid lands throughout the world - Theodore Roosevelt Dam."
