DescriptionThe large framed white poster has black print and photo of Carol Estes Smith grove, October 23, 1999 it says, "Carol Estes Smith, a native Arizonan who served on the Tempe City council from 1986-98 contributed greatly to the establishment of parks on the City of Tempe, as a member of the papago salado association the SW center for education in the natural environment, the general education of women's clubs and the natural tree City USA program, Carol has promoted many quality of life issues in the community, support of environmental issues, education and beautification of the urban environment led to one of the many contributions: The establishment of the "Adopt-a-free" program for the Rio Salado park, The City of Tempe thanks Carol for the many contributions.
