Born and raised in a Tempe barrio, he served in the Navy during World War II. Graduated from the University of Arizona in 1949. He worked at radio station KIFN in Phoenix as a salesman, disc jockey, newscaster, sportscaster, and program director. In 1957, he started workin in Washington, D.C., in the Latin American division of the Voice of America, broadcasting in both English and Spanish. He covered special events at the White House, State Department, Pentagon, and Pan-American Union. In 1961, he joined the U.S. Information Agency and was assigned as Assistant Press Attache at the U.S. Embassy in Mexico City. For six years he handled a large radio and television program there. In 1967, he was transferred to the U.S. Embassy in Lima, Peru, where he served as Press Attache, handling the entire information program for all U.S. government agencies in that country during a time of major political turmoil. He served as the official interpreter, handling news conferences by Nixon, Robert Kennedy, and others. In 1969, after evacuating his family from Peru, he resigned his post in the Foreign Service and moved to Los Angeles, where he joined the staff of KNX-CBS Radio as a news reporter and anchor man. He then worked as news director at KMEX-TV. In 1979, he testified before a House Committee on the 1980 Census, emphasizing the importance of an accurate Hispanic count. He was owner of his own consulting firm, Moraga & Associates, providing translation services to firms. He was awarded the Golden Mike Award in 1982, the Golden Eagle Award, and the Hispanic Role Model of the Year. In 1985, he and his family were selected as Hispanic Family of the Year for Los Angeles County.
