DescriptionBlack and white photo of Senator Carl Hayden seated on an upholstered office chair holding a large honorary plaque from FBI director J. Edgar Hoover. It was presented to him by Phoenix agent-in-charge Mr. Palmer Baker who stands by the chair in front of a cabinet.
