DescriptionEngineers watch as a workman applies 31,000 pounds of tension on one of 16 cables running in the concrete of the new Superstition freeway extension east of Price Road. Engineers Hal Emery, Don Cisleigh, and Gene Morris observe. The technician and the photographer are not identified. The caption was in the April 11, 1977 Tempe Daily News.
