Livingston, considered one of Tempe's distinguished civic leaders, is today revealed as Tempe Citizen-of-the-Year for 1977, and will be honored Saturday evening at 7:30 by Veterans of Foreign Wars, the donor organization, in company of his friends and many former recipients of the same honor.
