DescriptionFrom TDN caption:Retiring Tempe Mayor Bill LoPiano (left), who stepped down from that post during last night's Tempe City Council meeting after having served as a councilman and mayor for 12 years, offers some last-minute advice to new Mayor Harry Mitchell (center) and the newest member of the council, Art Svob, Mitchell assumed the mayor post last night and Svob was sworn in as a council member, along with incumbent council members Bev Harmon and Jim Phillips who began new four-year terms.
