DescriptionTaken from Tempe Daily News - September 23, 1978:The "point" of those boots is that last year they, and the crown, belonged to Rudy Campbell (standing), local insurance agent and member of Arizona's Board of Regents - and this year, Tempe Union High School District Superintendent Dr. John Waters will have to fill them. Waters is succeeding Campbell as new "King and Keeper of the Key to Fun and Festivities" for Tempe Sister City's annual Oktoberfest, October 7 at Tempe Racquet Club. And judging from the angle of the "sword" on that fish, Dr. Waters is about to get the point, for real!
