DescriptionFrom a photo caption appearing in Tempe Daily News, Tuesday, July 25, 1978:Police Exchange - A recent exchange of supervisory officers between the Tempe Police Department and the Department of Public Safety may prove to be a rewarding and educational experience that will continue with other officer positions in the future. Pictured (left to right) are Col. C. Pennington, DPS; Chief A.F. Fairbanks, Tempe police chief; Sgt. Ed Felix, DPS; and Sgt. Richard Felice, Tempe Police Department. Sgt Felix is working with the Tempe Traffic division and Sgt Felice is supervising a staff with DPS highway patrol.
