DescriptionFrom a front page photograph caption appearing in the Wednesday, March 8, 1978 issue of Tempe Daily News:Traffic Shuffle - Tempe Police Department Motor Officer James West usually spends most of his working days investigating traffic accidents. But during the past few days of flood and rain-caused bridge and road outings, West was exhibiting all the skills of an orchestra conductor, a contortionist and a nimble dancer as he directed traffic at bottle-necked intersections in Tempe.
