DescriptionTempe (from left) Police Officer James Parkes, Elementary School District Superintendent Dr. Ralph Goitia, kindergarten teacher Amy Helm, Junior Woman's Club member Michelle Helm and Mayor Bill LoPiano raise the first Green Pennant on flagpole at Scales Elementary School -- marking the start of a year-round traffic safety awareness program for the city's elementary schools and their students. Sponsored by the Junior Woman's Club, the project is designed to bring safety lessons home to children visibly. When a child is involved in an accident, the green pennant at that child's school will fly at "half-mast" for a month.
