BiographyProfessor at Tempe Normal School/Arizona State College, 1911-1952, and Principal of the Training School. In 1923. In 1926 was a teacher at Tempe State Teachers Collelge.
Graduated from Stanford University. He started the Payne Training School in 1928.
He was the driving force in getting the two-year program at the Tempe Normal School raised to four-year teacher-training school status.Dean of Dpt of Ed in 1927.
He became the first Professor Emeritus of ASC.
The Payne Education Building at Arizona State University was named in his honor.
Lived at 1014[1004] /1114 Van Ness Avenue in 1921,'23, '25, 1926, '28, '29, '30, '31, -'32.
